Why not different skills for Luxon/ Kurzick side ??

Because people who work hard to max out the title for the Luxons won't have the time/energy to max out the title for the Kurzicks. Even people who only want rank 1 of the titles, would have room for complaint.

"The Luxon Necro skill is too strong, the Kurzick one doesn't do enough "
"Nerf the Kurzick skills, they are better than the Luxons."

Even though they can't be used in PvP, people would still say one was better than the other, and it was not fair for the people who were not of that alliance.

The only thing I would do it to have different icons for each side (currently they seem to be all Kurzick icons)

May, in the same way Prophecies and Factions ahve duplicate skills, there could be a set for each side.

The same skill, different name, different icon, same effects.
